Congressman dances the Charleston

This fellow named Tom was born about 120 years ago, and not in Charleston.  He graduated from the Orangeburg Collegiate Institute, and USC in Law.   He had a private law practice in Charleston.  He was a State Representative from 1917-1924, and a US Representative from this area from 1925-1939. During his time in Washington DC he apparently danced the Charleston.  He is buried in Magnolia Cemetery, and has an avenue named after him.
