The Lowcountry will be lower if your elevation reference is sea level.

With sea level definitely rising, albeit slowly, planning ahead still seems like a wise. Look what high water has done for Venice. Rather than just planning gondola tours, lets jump to what Buckminster Fuller pondered, a floating city. For a long time the Navy has floating airports that are cities of 5000 people. Concepts abound nowadays for such cities. Imagine scuba tours of historic Charleston.

This area has built ships for centuries.  Shipyard Creek is actually named for a colonial shipyard, not the Naval Shipyard.  Floating cities can be built here. They would have be built in modular form and later assembled.
